The resolution owners passed, per sources, also prevents teams from blocking scouts who aren't No. 1 or No. 2 (i.e. GM or AGM/DPP) in the personnel department from interviewing for such roles within two windows.
Those are end-of-season to March 1, and from the draft to June 30.

- Teams are now required to interview at least two external minority candidates for a head coach job
- Teams must interview at least one minority candidate for coordinator jobs
- Teams must interview at least one external minority candidate for a senior football operations or general manager position
